Glare is a rare move that guarantees Paralysis. It was introduced in Gen 1 and was exclusive to Ekans and Arbok, though a few later snake Pokemon could learn it like Dunsparce. The move is a reference to the myth of the Cockatrice, a repilitian/serpent like creature that could freeze/kill people with its glare. Interestingly enough, one of the cut Pokemon from Red/Green's early development, "crocky" has the defining feature of huge eyes, and with Glare existing in the early movelist we know of for Red/Green, it's likely he was intended to be the original recipient of the move.
