When Gen II introduced Dark and Steel-types, each type only accounted for 2% of the dex. Meanwhile, Dragon and Ghost, which likewise accounted for 2% of the Kanto dex each, only had one new Pokémon added in Gen II, putting them behind Dark and Steel; even today, the ratio has only doubled to 4% of the dex for each type.
If we assume Gen VI introduces around the same number of new Pokémon as Gen III (we've had two high gens and two low gens, this one will probably be somewhere in the middle), then for the Fairy-type to equal Gen II's Dark or Steel-type ratio, there would need to be around 19 Fairy-type Pokémon. To match the current ratio of Dragon or Ghost-types, it would need to be around 34. Both of which seem steep at first, until you realize that a third of the Steel-types in Gen II were Gen I Pokémon; I'm fairly certain Fairy-type could apply to more than 6-12 existing Pokémon.
