Only 2-3 pokemon are capable of pulling this off. Jirachi, who got nerfed thanks to it gaining weaknesses to 2 common attack types, and Togekiss, who is basically Paraflinch incarnate. Skymin will be left out, mainly because it has to lose a moveslot to gain a chance to paralyze someone, and its banished to a tier where the average wall/tank has humongous sp.def anyways. You can solve paraflinch with the following:
>Electric types, who resist Iron Head, Air Slash and are immune to paralysis
>Kill the damn thing. Togekiss has 5 fucking weaknesses, most of them are common attacking types. Jirachi has 4 weaknesses, and many of those attacks screw it over anyways.
>Heal Bell, Lum berry, Natural cure, all common stuff.
>Evasion
Every TM capable pokemon can use this. The following things can check/counter evasion:
>Haze, which either no one learns or would be outclassed in most movesets
>Phazing(Roar, Perish, Yawn, D-tail), which is outclassed in most situations and only really benefit from hazards
>Perfect accuracy moves, most of whom have terrible base power or aren't available to many pokemon
>No Guard, only 2 pokemon are capable of this, both of whom have common weaknesses and are slow
>Poisons with Toxic, many evasion users would have a way around this
See, paraflinch is a contained problem. Only 4 pokemon out of the entire 721 can actually abuse this, and only 2 of them are common. You can get around it by simply having a good team. No one likes to play against paraflinch, and the players that use paraflinch receive immediate benefits and lingering effects if used properly.
Evasion is not fun to play against and does not offer immediate benefits, given the large number of checks and counters that are either bad or uncommon. Forcing players to use bad or uncommon strategies would only make everyone upset. The mass of players today would not want to be forced to use Aura Sphere of Perish Song on all of their teams.
