Question. I'm new to all this breeding/EV's/IV's nonsense, but I've seen how for every 4 EV's, you get +1 stat. Is that how IV's work, too? Do you only get +7 from 28 IV's in a stat, making it not that important? It seems like it would be that way, but judging by how people want 31 IV's so bad, it makes me think otherwise. If it were true, anything over 28 would be pointless.
