Alright, I'm not a FF writer, but I did create a setting and scenario from scratch, last night, and I might as well tell someone about it.
The concept started with the idea of "Giovanni for Prime Minister [of the Pokémon version of Japan]," which I brought up as a joke in a political discussion with friends. For one reason or another, weeks later, everything just came to me and I ended up with this House of Cards-esque Pokémon scenario:
>Giovanni, again leader of Team Rocket (TR) sometime after HGSS, is still seen as a legitimate businessman/ex-gym leader in Kanto and respected, his TR connections are still largely hidden
>he places TR in the hands of a shadow leader while he runs for parliament for the Viridian district, for the Liberal Democratic Party (LDP), and wins easily
>eventually elected president of the LDP (conservatism, Japanese nationalism, etc.) due to his leadership abilities, reputation as a successful former gym leader, and wealth
>eventually becomes Prime Minister; cabinet loaded with TR Admins, posing as legitimate politicians
>TR with Giovanni's insider help causes a false-flag major scandal that forces regional (Kanto, Johto, Hoenn, Sinnoh) police chiefs to resign, be arrested, etc.
>Giovanni appoints other TR Admins, posing as legitimate law-enforcement types, as "temporary" regional police chiefs
>calls for a national police recruitment drive to ease the public, following the "scandal"
>TR grunts apply en masse and are easily hired by the new chiefs (TR Admins) overseeing the hiring, while the old, legitimate officers are phased out, justified by BS reasons
>now Giovanni controls the government and TR has taken over and become the entire Japanese police force
>false flag attack (à la Reichstag fire)
>Giovanni's government declares martial law (à la Enabling Act) and a police state (with TR as the police) is formed, supported by a terrified public
