Well, it depends on what a "Pokemon" is. Many people here assume that pokemon are the animals of their world. However, that's not entirely the case. Many pokemon, like trevenant or bellsprout, are closer to plants than animals. Some of them are even completely inorganic, like Porygon and presumably Klink. I'd argue that being a "pokemon" is a state of being rather than a typical living organism that you can specifically classify. Not only that, but animals do exist in the pokemon world, such as generic fish and butterflies. My guess is that although humans aren't "pokemon" as a whole, maybe some of them are closer to becoming them than others. I mean, one kid even turned into a kadabra once because of his psychic powers.
