Some are shit and some aren't. As for promoting certain pokemon more than others, are you simply that inept to not understand WHY some pokemon get more promoted than others?
It's like asking why are there way more Apples than Soursops in shops. There are more Apples because a shit-ton more people want Apples instead of Soursop. In most cases it isn't some inflated bias or conspiracy. It's just demographics.
If a starter turns out to be the pokemon of the gen that people like the most, then it's absolutely okay for them to give people more of what they want. They'd be stupid not to do so.
