>>22965332As you can see with Kyurem and Avalugg which were posted above, it varies. Avalugg is entirely composed of ice and uses a colored outline whereas Kyurem's ice still has black outlines, possibly because it looked strange against the other parts of the body or because the lights at the ends of the wings already use colored outlines.
