He was the one who made the anime's world seem wide open and dangerous. After he left the anime became increasingly tame and safe and bland. By D&P the world doesn't feel anything like the first season anymore.
The second moment of decline was when the English dub voice cast changed. The dub just wasn't as good.
The third moment was the switch from cels to digital during Hoenn. The decline in the show's aesthetic quality goes beyond that. The original show had above average art and animation compared to other anime of its time, but as the series went on the animation got worse and the art direction too. By D&P the show didn't look pretty anymore.
Tobias winning the Sinnoh League with two asspull legendaries was awful. Nobody owned legendaries up until that point, and it was at that point the few remaining fans left who were still watching the anime became jaded and realized that Ash would never win. I skipped BW entirely and only checked out XY because I bought in to the marketing hype. Then the Kalos League happened. Haven't watched any of the Pokemon anime until now.
