An example of this would be: Someone makes a sprite with fuck-huge long legs. It loses in the survey for this reason. If the legs are shortened a reasonable amount, it can be rerun.
An example of something that should not be allowed to run would be if you had a sprite that people disliked the colors of, then modified literally everything else without modifying the colors
