You can't camp anywhere in a route. There are designated campsites in a route that you walk up to and use.

On one hand, if you have no choice in your team, you lose team building, and you will inevitably run into Pokemon that hard counter Gardevoir.
On the other hand, if you can have any Pokemon in your party, then why shouldn't your other Pokemon benefit from camping? Why can't you have special interactions with your other Pokemon? They deserve your affection too.
Implementing the systems for Gardevoir is enough work as it is. I don't have time to make it work for everyone.
A middle ground is having a limited set of Pokemon you can recruit. But there would be grumbling about "Why can't my favorite Pokemon X be recruited," and the Gardevoir fangame would devolve into a "the creator's favorite Pokemon" fangame.
