The other buffs mons have pretty flat anatomy and Nidoqueen/Jynx have parted boobs, so that leaves Samurott as the main mon with some chest definition. Plus being a sleek smooth otter/sea lion mon means it is rather naturally curvy.
It's not too surprising, and it works really well, so of course people are gonna keep doing it.
