Whereas Johto's more natural looking patterning (compared to the gen 1 Pokemon that had seldom patterning and every gen afterwards which has basic geometric shapes for patterning) IS the distinct feature of the generations design philosophy. It's the only gen that uses natural animal based anatomy combined with more complex patterning and it does so across the board. For every 1 Togepi there's 5 Pokemon that don't have a smiley face, whereas across the entire gen Piloswine, Unown, and the Hoppip Line are the only Pokemon without some sort of pattern, spots, design, etc on their body.
