Shauna is probably drawn white so often because people don't think of her as being dark-skinned and once the assumption is in place they don't think to question it further. And you might be thinking "how could they not" but can you honestly say you think of Ash as dark-skinned? I doubt the artist of that image does, or he/she would have included him. Fanart almost never depicts him as anything other than completely pale, but as you can see from this gif, he's about as dark, maybe darker, than Shauna.
