Honestly, looking at the teams, & considering the bad AI, bad movesets & the fact that the player probably has EV-trained Pokemon.... Yes, you could EV train in Gen 1. And max out all stats for that matter....
What actually stops a skilled player from just bringing in, say, a properly trained level 50 Starmie to the league & bulldozing through with Surf, Thunderbolt, Ice Beam & Psychic?
For that matter, with such a poorly made Elite Four, WOULD they actually be harder than Kalos's?
Kalos at least has good AI & better sets, no, to say nothing of levels.
Playing with EXP Share off (No EXP Share, whether it's the Gen 1 or Gen 6 type.), & on SET, not Switch, which is harder to just steamroll over?
I've beaten the Elite Four in Gen 1 & Gen 6, but it's been way too long (Close to 2 decades.) since beating Gen 1 for my experience to be a fair comparison.
