You can preorder them from middleman sites like Sunyshore, PokedollUSA, Pokevault.
http://www.pokemon.co.jp/info/2013/10/131004_p02.html are the other items in the promo, there's also a 3DS LL cover and hard case in this pic but I'm not sure if any of the above sites will carry those.

I have a 3DS but I sort of want an XL just so I can use the new Pokemon Time cover (the one below the starter cover) and I like that the whole thing is matte so no fingerprints.
I never used those covers before, but Pokemon Time stuff is adorable and it looks nicer than the LL hard case on the bottom.

They keep making all these cute covers only for XL/LL but I have just a regular 3DS. Launch one, so it has the "circle pad and boarder touches screen" problem which bothers me to no end.
I would've bought a second 3DS if they brought over either the Eevee (yes I've seen it) or gold XY editions to Amurika.
