For starters she basically start out hating you, which is pretty refreshing in a pokémon game, where everyone usually can't stop sucking your dick.
All in all I think she is pretty well written for a pokémon character. She is not cartoonishly evil, but has pretty relatable feelings and motives.
You interact with her more than most rivals and certainly any other gym leader.
She actually has a really nice little character arc.
And she has canonically big tits.
