Gligar with sand veil and wing attack for pesky grass types, poison sting too to try and get a sandstorm poison combo.
sandslash with sand veil, sand rush combo, sand attack, double team, dig. and aerial ace
Sandslash would be the big bad of the team with a crazy speed and evade state with double team and sand veil also with sand-attack spam, he'd be functionally untouchable but a glass cannon at the same time.
Gym leader himself would be a clint eastwood rip off called flint.
