Smash Bros even announced it's DLC with an animated trailer the night before the game was released and had Joker data already datamine-able in the base game. Breath of the Wild, Fire Emblem, Mario Kart 8 and more, all announced DLC passes before launch. Pokemon announcing it two months later is not remotely "proof it was cut content!", specially not when the first trailer blatantly tried to focus on concept art instead of footage and specially not when SwSh datamine was entirely devoid of any DLC hints even though GF sucks at data scrubbing.
Hell, the newest trailer flat out had different rocks and flag placement on the tower thing, a glaring sign that it is an actual work in progress.
