Funnily enough they have been doing that since I think Gen 7, the problem is it's literally +10 or maybe +20 and doesn't actually do shit. To fix genuine shitmons you'd need to add way more stats and totally flip their values around in some cases and GF clearly would rather make a new form than do that.
It's worth remembering all Pokemon aren't designed to be comp viable, when you remember that, pic rel makes a little more sense.
