Is there some kind of a coin flip that happens if the speeds are tied?
For example
>Sylveon (para) VS Hatterene
>Hatterene uses attack first, Sylveon uses moonblast second
>Hatterene is faster than Sylveon
>Next turn, Sylveon uses moonblast before Hatterene attacks, even though last turn Hatterene was faster
