The Exp. Share is not a measurement of difficulty. It is a quality of life feature that streamlines the raising of Pokemon. The player should not have to deprive themselves of something to make the game more challenging. The player should not have to make the process of leveling up more time-consuming just so that the game is more challenging. Telling the player to turn off their Exp. Share is asking the player to accommodate their enemy. Think about that for a second.
It shouldn't have to be that way.
The enemies should be the ones putting you in the corner, not vice versa. You should want the boss of a game to accommodate you. Because they will refuse you, and this will lead to catharsis when you inevitably overcome them anyway. That's how boss fights work. That's how good boss fights work.
Ideally, Gym Leaders, the Elite Four, the Champion, and other bosses like Lysandre and Flare Admins should all have their levels scaled and teams built with the Exp. Share in mind. Their levels should be sufficiently high so that using the Exp. Share becomes an almost life-saving feature. Failing this, they should incorporate a level of strategy via their movesets that the Exp. Share is a non-issue, as they can sufficiently apply pressure anyway.
