You do this by interacting with her as she's hanging off the ledge, before catching Arceus. I actually did this first by accident, because I wanted to kick her down myself and was hoping that was an option.
Lin expresses confusion that we are capable of moving without her power. In case you couldn't figure it out, we're not controlled by Lin, but instead empowered by Arceus. Arceus made us in order to help it break free from Lin, and this may have been ages in the making if you go deeper into the lore.
