Can't speak for everyone but part of the reason on why Leon is attractive to me is because he has a nice balance between manly and pretty features: he has a strong, fit body, an imposing presence but at the same time he has big cute eyes with long lashes, long beautiful hair and such. I don't like the overly bishonen guys japanese media usually tend to put in media directed towards girls, so I guess my tastes are somewhat in the middle. A good current example of a game which I think it has good fanservice regarding character designs for both genders is Hades, if you want to take a look at it.
