People ride its dick because it's fast, has a lot of HP, and literally no bad movesets. If you really wanna smash Blissey, you need something that hits a little harder. Try using Psychic-types, since most of them hit like trucks (and resist 2/5 of Blissey's moves, too).
>2800-3000 cp blisseys When you challenge a gym and the defenders' levels skyrocket over you, the game is merciful enough to lower their level to "Your Level + 2" (you may have noticed this if you tried to battle a gym and the enemy's CP changes color), so you'll be able to contend no matter how low you are so long as you have decent Pokemon that can battle on even ground.
Don't give up. But at the same time, don't put too much focus on it. Remember, this is a game that's meant to be something to do while you walk, not something you walk for.
