It's a fucking cat, only it's also a ghost. It does cat things like chewing on electrical cables and scratching up your furniture and resting its ectoplasmic body on top of your keyboard, only it's spooky instead of cute because it's a ghost! And there's no point in shooing it away since it'll just come back the very next day. The pokedex entries would probably say it's the soul of a loyal cat who was abandoned that haunts abandoned buildings and unintentionally eats the souls of people who play with it or something depressing like that, because that's how ghost types roll.
