We know for a fact that Beta Jynx was more Kaijuu like than the final version. Could this Beta Jynx have been retooled into a counterpart for Mr. Mime later, and simply been split between both sets of Pokemon?
We know that a number of moves were designed as signature moves for Pokemon and then distributed throughout the dex. Jynx has often been seen as the third of the Elemental Punch trio. Helix Chamber discusses this more thoroughly, but in one of the earlier concepts for the game, each Pokemon had shared moves and a single, unique signature move no one else had, somewhat like an Ability.
Notably, Jynx is the only Pokemon that naturally learns Ice Punch in Gen 1 (besides Hitmonchan,) a trait she shares with Magmar and Electabuzz. But she's also the only Pokemon that learns Lovely Kiss - meaning she has two Signature Moves. This is not unheard of, as the Cubone line has two, but it makes me wonder. Rather than Jynx being retooled, could Jynx have possibly been a fusion of two different ideas? Could the Beta Jynx based on Woo have just been fused with the Lovely Kiss Pokemon?
Another thing we know is that dual types were a late addition to Gen 1, hence why Poison and Flying were distributed the way they were. Jynx's unique position as the Third of the Fire/Ice/Lightning trio and the second of a Psychic duo could explain why she ended up with the Ice/Psychic typing.
