level caps are the result of a tug-of-war between the audience's desire to not be inconvenienced in any way and the dev's need to limit the player so that they can, you know, design a game with some form of challenge. they're a humongous middle finger to player agency, something that is extremely fucking important to pokemon's appeal. they're a tool of developers who are too lazy to balance around player choice and too anal to not care about how people play their game, so they can artificially bottleneck players into playing their game how THEY intended.
the real solution to overleveling is to lower exp. gain. but that would be an inconvenience, and we can't have those in romhacks or people will get upset. that, or they'll just use speedup and grind. (you could also disable speedup if you want to cause a nuclear shitstorm.) or, as mentioned previously, you could be a normal person and not give a shit.
any romhack or fangame with level caps, even soft level caps, belongs in the trash. level caps are a fundamentally anti-pokemon feature.
