It has in-game lore, a sprite, was even programmed into the gen 7 games (unlike the comparable HGSS spike-eared Pichu) and even a fucking signature move (they even kept it as of gen 8 when they both culled Floette and 50+ moves!!!!!!!!!). And the worst part? They NEVER distributed it, never even acknowledged it. I figured it was a programmed event that they just straight-up forgot, but the fact they kept this Pokemon programmed up to gen 7 and the unused move still in SwSh is straight-up puzzling.
