Other than that it's a pretty solid design. The coloration of the scales add emphasis and draw your attention to the right places (fists, head, tip of tail), it doesn't go overboard with colors (though having both black and white present in the palette while only appearing in one spot is strange), and the idea of a reptile in scale armor is interesting and unique as far as Pokémon designs go.
It's not my favorite Pokémon design, but it's not bad. I don't see what the fuss is about.
