They're not limited by needing specific tiles to spawn Pokemon anymore, so seamless blending of encounter areas and rest areas is totally feasible.
Hell you already saw this with SV and PLA being almost purely wild areas with small rest points sprinkled in that aren't even tied to towns or anything - now you can do the reverse.
