It's the same engine with the same models with the same textures with the same stats with the same attacks. All they need to add are the new Pokemon and intersperse the new attacks into the old movesets, which we know they barely do on the first games of a new Generation.
Not to mention that it's not even Gamefreak who does the models and textures, a.k.a. the hard parts.
How can anyone think Gamefreak is justified in having trouble adding any number of Pokemon? All the work is already done for them!
