The answer however is related to evolution. A Cherubi after gathering sunlight and enough nutrients will evolve into the lifeform known as a Cherrim. For that purpose Cherubi eat everything they can find, storing and storing until they are able o evolve. And that's were the deformed brother comes in: The dominant Cherubi will use the body of the defective one as an extra bag for nutrients. When Cherubi finally evolves, it completely drains its weaker twin, effectively killing it in the process of emerging as a Cherrim.
That doesn't mean however that the weak twin is essential to evolution and must be protected. In reality it's only a slightly faster way to achieve evolution. When threatened by predators, like Fletchlinders, the dominant Cherubi will not hesitate to forcefully cut off its brother and run while the opponent tears apart and eats the underdeveloped twin.
Behind that smile, a cold-blooded murderer hides, an entity that will not hesitate to sacrifice its own family to save itself, a pokémon that will not hesitate to kill brother and sisters and advance to the next level.
