And yes, Gen 5 had some shitty ass designs like stunfisk, keldeo, and fucking garbador.
But don't go as far as saying Gen 1 and 2 had overall better designs. Because Gen 1 and 2 had boring-ass designs that aren't even comparable to Gen 5, like Magneton, Grimer, Voltorb and Swinub. I'm not saying those Pokemon are bad, but their designs are so boring you can't even compare them to what new Pokemon look like now.
