Ice Shard is literally one of the rarest priority moves in the meta. Like I think Vacuum Wave is the only thing that's rarer, and I guess Quick Attack.
There's two good users of Ice Shard in Mamoswine and Weavile. Neither are very common, and neither can switch in reliably against Sceptile.
And yes Talonflame, but Talonflame existing is not that big of a problem for Greninja, Keldeo, Gengar, Scizor, Ferrothorn, Breloom, and the billion other things it can revenge kill. Getting revenge killed by one of the best revenge killers in the whole game is not that big of an issue.
