If she didn't get as much focus/development as she got and didn't get a good arc, some good battles, rivals to play off, she wouldn't have become my favorite.
When Hoenn first started I was afraid she would be similar to Misty, just holding Torchic in her arms instead of Togepi. Thank god she became so much more.
