In Crystal, Ho-Oh's locked behind the beast hunt, in Gold, the Director gives you the Rainbow wing after defeating Team rocket in Goldenrod (Silver wing in Silver, Clear Bell in Crystal), which gives access to Ho-Oh (or Suicune or Lugia, depending on Gen 2 version and reward for saving the Radio tower) immediately thereafter, with the encounter being at Lv. 40 (with the other two either being 70/40 or 60/40, depending on if Silver or Crystal are played, Suicune being 40 across all versions).
