I guess it depends on how entertaining the joke is, or whether or not the Pokemon exists for any reason other than the joke. The Slowpoke line are silly, but they're also a fully realized evolutionary line. Spinda is just a one off, but it has its pattern gimmick and is also very adorable with its perpetual clumsy dancing.
Compare that to, say, the fossils of Gen 8. The designs...well, I think the designs could grow on me, but the "joke" is extremely dark because it's strongly implied all of them are suffering in some manner. The joke doesn't land for me.
