There are many pokemon who are complete SHIT without things from move tutors, and not being able to use any of those moves really ruins their viability.
Their stat increases were a step in the right direction but they really have to do more. I know 718 pokemon is a lot to go through (less if you only change final evolutions) but it's sorely needed if they really want to help promote more viability.
For example while dragons did need a nerf and fairies weren't a bad idea, the problem with dragons wasn't just their type -- it was how all of them had fantastic move pools, high BSTs (many 600), and great stat distribution. Very few dragon "counters" had all of those traits. Why do you think everyone used ferrothorn and heatran in the past?
