HD development is hell. Many, companies went bankrupt while others severely deceased their quality. It just took GF longer to get there because they used to focus on portable games.
Notice how they started working on SwSh after SM was done. They most likely are working right now on the next titles.
Expect Galar to be tiny, open areas to be a huge area of nothingness (like Hyrule in Ocarina of Time) and towns to be empty.
