I don't think every Pokemon needs to have some unique niche or gimmick, I think it's fine to add "filler" Pokemon just for the sake of ecodiversity and worldbuilding. There are so many species of fish in the real world and the series mirrors that, would it really be better to have an ocean filled with nothing but Magikarp to avoid redundancy?
