You could even skip some gym leaders like Brawly and it made perfect sense, when you go to Dewford your mission there is to find Steven and give him the letter, the world doesn't care if you beat Brawly or not, of course this part was butchered ORAS because nuGamefreak is shit and doesn't understand how to make games anymore, nor does it care since the average consoomer doesn't understand it either and will keep consooming
