And even if they had a thousand references to the distortion world and such (actually, didn't the Cyrus in Episode RR only meet dialga/palkia?) there's literally nothing stopping them from taking elements from D/P exclusively, including the fire pokemon distribution.

Still, Hoenn's BF was pretty fun and, more importantly, was a HUGE feature in a huge place, and fairly popular at that. It was also a good part of the audience's last experience with Hoenn.
When you're paying full price and get less than in the previous product, it feels like you're getting less bang for your buck.
But sadly BF isn't the only loss, as several other parts were dumbed down into irrelevance (even without taking into account emerald's).
ORAS wouldn't be so bad if it didn't have a template to compare itself to, a template that happens to be a more interesting experience as a whole.
