Togepi should have been nothing more than a temporary pokemon like Larvitar and they should have given her new water pokemon so that she could learn her strengths and weaknesses, Remoraid, Mantine, Kingdra, Wooper, even Ash had a moment of maturity and gave her Totodile to reach his Maximum potential.
Or at best have replaced her with Casey or Marina to have a new element, Casey could have served to introduce Pokemon sports, something that would later become canon in HGSS, episodes focused on different sports with a different protagonist pokemon, this could have been more entertaining than the boring Johto episodes.
