A shame they both have fucking atrocious movepools in gen 2, holy shit. I forgot how bad some of the early gen movepools were. Noctowl learns confusion at level 41. CONFUSION. Not something like psybeam, fucking confusion.
At least noctowl could use hypnosis and dream eater. And has usable STAB moves
