On top of that the dress has to be removable for it to be practical from an evolutionary stand point and under the gown Gardevoirs skin would probably be smooth and sensitive to touch. And whenever the gown is damaged or just old, it can be removed by the Gardevoir and replaced by a new one over the course of a day or so.
Now just imagine warming your chilly Gardevoir after she's removed her old gown
