Restricting the roster to Kanto-only was a mistake that ended up being more of a drain and compromise on the integrity of the remake than it was a benefit to the Sevii Islands.
The reasons for this are clear: Johto Pokemon were shown right alongside Kanto Pokemon in all forms of media as far back as the first episode of the anime. You need to keep in mind that the concept of "Generations" or "Regions" was blurry at this point in time. RGB, GSC, and RS all built off of this insinuation that the Pokemon was one big, blended and bustling world GSC in particular showed that Dark (Evil in Japan) are meant to be the primary Pokemon that Team Rocket use. This isn't shown in Gen 1 because obviously the type wasn't conceptualized yet, but there are remnants of this even today when it's seen that Giovanni's Ace in HGSS is Honchkrow, which makes sense given that he is essentially a mafia boss.
In short, what I'm saying is that it was much more thematically appropriate for Kanto to at least have Team Rocket members using Murkrow and Houndour to better carry on the standard that was set in Gen 2. Furthermore, the only other "non-Kanto" Pokemon in the campaign would really be the cross-gen evos which most people generally agree was very poorly executed. At the very least, Gen 2 was careful in adding NEW methods to cross-gen evos to imply that they were always there, just unavailable in Gen 1 because you weren't able to use those items yet.
The precedent that FRLG set for Kanto remakes was overall detrimental. Keep in mind the Sevii Islands only have Johto Pokemon for the ones exclusive to post-game, there's no reason the entire chain of islands couldn't have had exclusively Johto Pokemon as a bigger incentive to go there before the league.
By not setting that precedent, the Sevii Islands would have been better in addition to Kanto since they wouldn't randomly start having Johto mons post-game.
