It's because they aren't making a remake of Gen III any time soon.
They cashed in on the Gen I/Gen II remakes to reel in the genwunners. Because back in the day, genwunners suddenly stopped playing after Gen II. Didn't gen 3 have the worst sales? It was by far the least popluar Gen, imo.
I believe traveling to Hoenn after obtaining the 8 badges in the new region would be an even better idea, and more plausible because it would satisfy everyone.

I LOVE GEN III! I'm just trying to be as realistic as possible.
Do I think you'll be able to travel to Hoenn in X and Y? No.
Do I think Gen VI will have a Hoenn remake after X and Y release? Definitely not.
Would I like these things to happen? Absolutely!
