As far as Toise's use in the tournament today, i'd say part of that is just due to the fact that even low and bottom tier characters are still viable in pokken, part of it is also that blastoise HAS seen a bit more use, but is probably mostly because of the 3v3 format: There's a few MU's blastoise is quite good at, and he's extremely tanky, and in a format where health carries over between rounds, that's a useful asset.
Pic related is where i'd place characters, personally, but this is just my opinion, and i'm not a super top level player (I'd say i'm on the lower end of a high level player), but I do think most of the scene would say something like this, moving some characters up or down a tier. But again, even the bottom tier here still gets some play in events, and most of low tier regularly still makes top 8's.
The game is really well balanced.
