Leavanny can't learn steel wing
probably because it doesn't have wings, so your only real options are swordsdance, x-scissor, leaf blade, fell stinger, sticky web and grasswhistle.
You'll want leaf blade and x-scissor, and either of swords dance or fell stinger, and grasswhistle as the last.
You could run poison jab if you wanted to murder fairies, but without STAB it's pretty weak.
